Louisiana

Pennsylvania
MGM Resorts International has plans to enter the Pennsylvania market and those plans may include bringing Party along for the ride since both are partnered on the Roar Digital venture.
In 2018, MGM Resorts applied for three online gambling licenses in Pennsylvania as a part of the state's qualified gaming entity (QGE) program that offers a limited number of licenses to out of state providers. Even though MGM does not have a physical presence in PA, the fact that MGM is licensed in New Jersey qualifies it as a potential PA operator.

PartyCasino, partypoker and MGM Online may have a path to launch in Maryland depending on the type of legislation enacted. Maryland does not yet have mobile betting or online gambling, but MGM National Harbor is ready to act if legislation is passed.
Massachusetts
- Land-Based Partner: MGM Springfield
Massachusetts has a strong chance of legalizing mobile sports betting and possibly online gambling. In 2019, Governor Baker said he planned to file online betting legislation himself – which indicates significant interest among the state's top lawmakers.
If Massachusetts does legalize online betting, MGM Springfield will serve as the logical launchpad for MGM and Party's Roar Digital to commence operations.
Mississippi
- Potential Land-Based Partners: Beau Rivage Resort & Casino, Gold Strike Tunica, IP Casino Resort and Sam's Town Tunica
Now that Mississippi has legalized retail sportsbooks, legal online betting does not seem like such a long shot. There is no word of immediate action on that front, but we do believe it will happen sooner or later.
In that case, Roar Digital has multiple entry points into the market through four casinos operated by MGM and Boyd Gaming.
Missouri
- Potential Land-Based Partners: Ameristar St. Charles and Ameristar Kansas City
Missouri seems to be leaning in the direction of legal sports betting with lawmakers introducing multiple bills in recent legislative sessions. If that happens, Party and MGM may be able to enter the market through Boyd Gaming's two Ameristar casinos.
Nevada
- Potential Land-Based Partners: Numerous locations across Nevada owned by MGM and Boyd Gaming
Party and MGM are taking Roar Digital to the Nevada gambling market. In May 2019, partypoker parent company GVC holdings acquired an online gaming license from the Gaming Commission to secure its place in Nevada.
Neither Party nor MGM have publicly detailed their exact plans for Roar Digital in Nevada, but speculation has it partypoker is coming to Nevada soon to offer online poker. Roar Digital could also partner with one of the many MGM/Boyd casinos across the state to launch mobile sports betting.
New York
- Potential Land-Based Partner: Empire City Casino
New York got its first retail sportsbooks in 2019 and will likely authorize online betting at some point. Although there is strong demand for online betting in New York, movement on the issue has been frustratingly slow. If and when NY legalizes mobile betting, Roar Digital may end up partnering with MGM's Empire City Casino.
Ohio
- Potential Land-Based Partner: Belterra Park
Ohio appears to be moving down the road to legal sports betting with multiple bills in play to authorize in-person and mobile sportsbooks. One likely point of entry for Party and MGM's joint venture is Belterra Park, owned by Boyd Gaming.
